Just from my understanding but it is at 92% of where they want it to be. Meaning they ideally want it at 100%.
E1-E3 looks heavy but E4 and E5 look undermanned which is excellent for advancement....

Love that article. Always fascinated to read and hear about CTRs in the Navy. He really worked hard for it too having both his SW and AW pins. The advancement for CTRs looks very very good up to E6.
