Default NUKE A SCHOOL

while in A school do they teach you how to weld or does that depend on your rate?

Not Even Maybe. No one learns to weld in A School. After prototype, some MM's can be picked up for an extra welding school before going to the fleet, or you may go to welders school from your boat if your boat is short on welders and the CO picks you to be one of the ones to go get the cert, but welding is not part of the nuclear curriculum for any rate, its an extra.
