Correct. Always aim for higher though.
And I went in E-1, and came out e-3. So it's possible. But all RDCs are different. Everyone has different backgrounds. Some sailors truly want others to succeed if they are working for it. Some people had a bad experience and believe everyone should go through the same. Luck of the draw.
