Hair cannot extend past the lower edge of the collar in NSU's or NWU's (similar to a male dress shirt for reference) and cannot extend past 1 1/2" below the top of the jumper on dress whites. It also cannot exceed 2" in bulk on top. In boot it will be cut to these lengths, after boot it can be longer, it just must be put "up" so that it doesn't hang below this level (most female sailors use buns using bobby pins from what I've seen). You don't necessarily need to get it cut before boot as they'll cut it for you, but you can cut it anyways just so you think it will look neater than the NEX barbers can do.

In the fleet, yes... At rtc/ocs, it does have to be a bit shorter (chin length instead of collar length).
