Yes the Army does have time in rate requirements..but they can be waived if the Command wants you bad enough...this is why my son got promoted so fast...the Army LOVES him as he always gives 100+%, his evals are superior...now to promote in the Army you dont test...you have "boards" meaning you are tested ORALLY in front of a panel in your dress uniform...and you had better know EVERYTHING! You have to be recommended for boards. Then there is a matter of points, time in grade, college credits, awards, etc. all add to the points needed to promote.
