The simple answer is because you're there to be taught strict military bearing and discipline... and high-fiving or touching one another isn't disciplined.
Most of it is aimed more at females, who tend to naturally be more touchy-feely with one another... but you also have males who can touch each other in various ways: some may just high-five... some may high-five and slap one another on the back in a pseudo "bro-hug"... some play sports and give the occasional "good game" butt slap. Rather than try to determine what's okay and what's inappropriate, RTC just made it easy and prohibited any form of contact.
