Two questions actually. One which ports OCONUS can I be stationed at as an STG-AEF and two. Does STG-AEF Have the option for push button E-4?

Correct me if I'm wrong but I think as an STG you can get stationed at any ports, but then you know, needs of the Navy I guess. Also I think any rates within the AEF have an option to be advanced to E-4 if you're "graduating at the top of the class". Besides Nukes and SO, free push button E-4 is too good to be true. Also your classifier should have given you a job card about stuff like this.

Anywhere there's ships, there's STGs somewhere. OCONUS places for an STG are going to be either Hawaii, Rota, or Japan.

If you're in an AEF program then you're going to get E4. Reason being is you spend so much time in training that you fall behind your peers career-wise, so you're given E4 to put you back where you need to be. It's also kind of an incentive to get people into those jobs. Being in the top of your class for those programs has nothing to do with anything.
