So from what I know,

PACT Seaman - you're going to go through boot camp and then afterwords go through about a month of a-school and then go straight to the fleet. Generally an aircraft carrier.

The idea is that once you do enough time on the ship overseeing a little bit of each job, you'll strike for a rating and go to that rating's a-school. It's definitely the fastest way to get operational, Guys I went through boot camp with some 9 months ago have already been on deployments.

Mostly correct, minus the Aircraft Carrier part.

You have just as much of a chance of landing on a DDG as you do a CVN in the PACT program. Where you'll end up has to do with what ship needs bodies when you're up for orders. So it could be a carrier, a cruiser, a destroyer, amphib, whatever. Just depends on who needs people at that specific time that you're getting sent somewhere.
