Designator added to expand cyber capability

The continued development of the Information Dominance Corps has birthed a new officer designator and aligned four others within the 1800 series.

The Navy has created the cyberwarfare engineer designator (1840) to meet “the increased demand for officers with specific computer network operations, focused knowledge, skills and abilities,” according to Navy administrative message 205/10. The five officers allowed in fiscal 2010 will work within Fleet Cyber Command to build and enhance the Navy’s cyber capabilities, and their roles will likely evolve to mission support.

Chief of Naval Operations Adm. Gary Roughead, speaking with Navy Times in May, acknowledged that the “high-end cyber people are not going to be cheap,” especially since they are in great demand in the civilian sector.

“But we don't have a blank check,” he said. “So you have to identify how to design this force. What are the right mixes of active, reserve and civilian so they can generate capability at the right cost?”

The answer, at least in part, is found in the cyberwarfare engineer design. The Navy is looking for direct-commission ensigns with “outstanding technical academic records in the field of computer science and computer engineering degree programs,” according to the message.

In other words, the Navy wants computer geeks fresh out of the gate, because there will be no lateral moves allowed for this designator. Following their minimum of six years on active duty, these cyber engineers will be encouraged to laterally move into another Information Dominance Corps community or seek employment as a civilian in the Navy Department.

“The design of the force does not need to be all uniform,” Roughead said. “It lends itself well to some civilian operators. It also lends itself to an involvement of the reserve component. I can envision a time when you need to plus-up your cyber capability and you have certain reserve units around the country that come up wherever they are. The force of the future will be more hybrid in its manning constructs.”

To further unify the Information Dominance Corps, the Navy also established a nondiscrete 185X billet designator for cross-detailing purposes and aligned the information warfare, information professional, intelligence and cyberwarfare engineer designators within the 1800 series. The changes, outlined in administrative message 206/10, will occur Oct. 1. Officers in these respective designators don’t need to do anything to make the change, which will be handled administratively.

The Information Dominance Corps, which was created earlier this year, also includes the enlisted communities of information systems technicians, cryptologic technicians, intelligence specialists and aerographer’s mates.
